International Nursing: Building Workforce Stability as Part of a Long-Term Strategy, with lessons from Emory Healthcare

Healthcare organizations are balancing immediate staffing needs with the need to build greater workforce stability over time. International nurse staffing can serve as one component of a broader, long-term workforce strategy, providing access to experienced talent while supporting proactive workforce planning, greater cost predictability and a more sustainable approach to staffing.

In this educational session, nurse leaders from AMN Healthcare and Emory Healthcare will discuss where international nurse staffing can fit within a broader workforce strategy and share a real-world look at how a multi-hospital health system has evolved and optimized its international program to meet changing workforce needs. The discussion will explore long-term workforce and recruitment planning, program optimization, organizational and leadership support, clinical and social integration, retention and conversion and how organizations can define and measure success. Participants will leave with practical considerations for evaluating or strengthening international nursing within their own workforce strategy.

Learning Outcomes:

  • Describe where international nurse staffing can fit as one component of a broader, long-term workforce strategy and the planning considerations that support this approach. 
  • Identify key organizational and program factors that can support a successful international nurse staffing strategy and help define and measure success. 
  • Apply lessons from a multi-hospital health system’s experience evolving and optimizing its international nurse staffing program to their own organization’s workforce planning.

Pam Snyder

Pam Snyder, Division Vice President, International Search, AMN Healthcare

Pam Snyder is Division Vice President, International Search at AMN Healthcare and a healthcare workforce executive with more than 20 years of experience in healthcare administration, talent acquisition, provider recruitment and workforce strategy. Previously a Vice President of Human Resources at Baystate Health, Pam has led large-scale recruitment, workforce technology, organizational development, retention and staffing strategies. Today, she focuses on international healthcare workforce solutions and helping healthcare organizations develop sustainable strategies to address critical talent needs.

Rosine Castro

Rosine Castro, MSN, RN, NEA-BC, Director, Patient Care Services, Enterprise Staffing & Workforce Optimization, Emory Healthcare

Rosine Castro, MSN, RN, NEA-BC, DNP candidate, is a senior nursing executive and the Director of the Enterprise Staffing Pool and Workforce Optimization at Emory Healthcare. With more than 20 years of combined clinical nursing and permanent and interim executive leadership experience at Johns Hopkins, Medstar Health, UMass Medical Heath and Dignity Health systems , she is recognized for advancing high-quality care through data-driven, AI-enabled workforce strategies that support patient safety, operational efficiency and financial stewardship. Her leadership has produced measurable improvements in efficiency, cost reduction and workforce engagement across complex health systems.

A 2019 Baltimore Magazine Nurse of the Year, Rosine has completed executive leadership training through the McChrystal Group and Wharton University of Pennsylvania and holds a Lean Six Sigma Yellow Belt, further strengthening her expertise in innovation, change management and system-level transformation

Gillian Williams

Gillian Williams, MSN, BS, RN, Senior Director, Clinical Operations, AMN Healthcare

Gillian has 29 years of experience as a Nurse and has held leadership roles for the past 12 years. She holds a Bachelor's degree in business administration and a Master's degree in Nursing Education. Currently, she leads AMN Healthcare's Clinical teams supporting a substantial segment of the AMN workforce across International and Allied Divisions.

Originally from Trinidad, Gillian is a former AMN Healthcare International RN herself who completed her assignment at St. Mary’s Hospital in Tucson, AZ and has worked at hospitals across AZ and FL. She offers a unique perspective as both an international nurse and a leader who supports nurses acclimating to U.S. practice, as well as AMN clients onboarding and retaining international nurses.
